# Ormond Beach Is Changing

If you have driven near U.S. 1 and I-95 lately, you have probably noticed that something big is happening. Land is being prepared, roads and utility connections are moving through the planning process, and Florida has officially begun a major reconstruction of the interstate interchange.

What can be confusing is that there are two major projects in the same general area. Ormond Crossings is a nearly 3,000-acre, long-term mixed-use development. The I-95 and U.S. 1 interchange reconstruction is a separate Florida Department of Transportation project designed to improve safety and traffic flow.

The projects are related to the growth of northern Ormond Beach, but they are not the same project. Here is what is approved, what is moving forward and what it could mean for the community.

# What Is Ormond Crossings

Ormond Crossings is a planned mixed-use development encompassing approximately 2,924 acres. The property stretches across both sides of I-95, primarily south of U.S. 1, and reaches west toward the Flagler County line. It is also crossed by the Florida East Coast Railway and existing roads, including Tymber Creek Road.

This is not one traditional subdivision. The master plan divides the property into several areas intended to support housing, jobs, shopping, public services and recreation. Broadly, the plan includes a commerce park, a mixed-use town center, residential neighborhoods, institutional uses, parks, a school site and open space.

The vision has been described as a live-work-shop-play community. Because the development is so large and requires extensive infrastructure, it is expected to unfold in phases rather than appear all at once.

# How Large Could Ormond Crossings Become

The City of Ormond Beach currently lists approval for up to 2,950 residential units across the full development. That number represents the maximum residential entitlement. It does not mean 2,950 homes are being built immediately or that every approved unit is guaranteed to be constructed.

The master plan also authorizes several types of commercial and employment development, including:

- Retail and office space
- Business and flex space
- Industrial uses
- Warehousing and distribution
- Storage
- Public and institutional uses
- The Tymber Creek Road flyover
- Potable-water extensions
- Reclaimed-water extensions
- A sanitary-sewer force-main extension
- The Phase 1 residential plat
- Phase 1A and Phase 1B
- A proposed Pine Tree flyover
- The first phase of Ormond Crossings East Industrial
- Three new bridges
- Redesigned loop ramps
- Wider I-95 off-ramps
- An extended northbound off-ramp
- An extended southbound on-ramp
- Additional roadway capacity
- A shared-use path for pedestrians and bicyclists
- A protected signalized crossing at the interchange

The city’s published plan also estimates approximately 400 acres for stormwater and lakes and approximately 450 acres of open space. Although the residential total receives much of the attention, employment and economic development have always been major parts of the Ormond Crossings plan.

# The Three Main Development Areas

## The Commerce Park

The area east of I-95 is primarily planned as a commerce park. City planning documents identify potential uses such as offices, manufacturing, industrial businesses, warehousing and distribution. Residential development is not permitted within the commerce park area.

## The Town Center

The town center and business area allows a broader mixture of uses. Plans may include retail, offices, services, public or institutional facilities and multifamily housing. This is the portion intended to provide a more connected place where residents can potentially live near shops, services and employment.

## The Residential Area

Most future single-family neighborhoods are planned west of I-95 toward the Flagler County line. The overall residential entitlement is spread across this long-term development area and is expected to be constructed in individual phases.

# What Is Actually Moving Forward

The first residential phase is planned for approximately 444 single-family lots. City records show that the overall Phase 1 preliminary plat was approved in December 2025, while applications for Phase 1A and Phase 1B have also moved through the city review process.

Before homes can be completed, however, the area needs significant infrastructure. Current city development records include activity involving:

This is why the earliest work may look more like road, bridge, drainage and utility construction than a finished neighborhood. Those systems must be established before a project of this size can support homes, businesses and public facilities.

# Why the Railroad Flyovers Matter

The Florida East Coast Railway creates one of the major access challenges for Ormond Crossings. New roads must cross the rail corridor to provide practical access to different parts of the property.

The planned Tymber Creek flyover would carry a realigned road connection across the tracks toward the residential portion of the development. Another flyover is proposed near Pine Tree Drive. These connections are separate from the I-95 interchange reconstruction, but together they show how much transportation infrastructure is needed to make the larger development function.

# A Future School and Public Services

The development plan includes property for a future school. During a 2024 Ormond Beach Planning Board discussion, the applicant indicated that approximately 28 acres were expected to be donated for a future kindergarten-through-eighth-grade school. The discussion connected the need for the school to the buildout of the first residential phase of approximately 444 lots.

Planning discussions have also addressed future fire protection, including a potential fire-station site, equipment and supporting utility improvements. These details matter because responsible growth involves more than building houses. Roads, schools, emergency services, drainage, water and sewer capacity all have to be considered.

# The I 95 and U S 1 Interchange Reconstruction

The second major project is the reconstruction of the existing I-95 interchange at U.S. 1. FDOT currently lists the construction cost at approximately $130 million and identifies the project as an effort to improve safety, capacity and traffic efficiency.

The existing interchange uses an older configuration with relatively short ramps and traffic movements that can be confusing. One of the most noticeable changes will affect drivers traveling south on U.S. 1 who want to enter southbound I-95. Instead of making a left turn across traffic, drivers will eventually use a more intuitive entrance ramp on the right side of the roadway.

# What FDOT Plans to Build

The interchange project includes:

FDOT also plans to widen approximately one mile of U.S. 1 between Plantation Oaks Boulevard and Destination Daytona Lane. That section is expected to expand from four lanes to six lanes with a divided median.

The completed interchange is also intended to serve as a more recognizable gateway into Ormond Beach. Current plans include decorative architectural features and the words Ormond Beach displayed on the bridge for motorists approaching the community.

# When Will the Interchange Be Finished

Florida advanced this high-priority project approximately 15 to 20 years through the Moving Florida Forward initiative, and a ceremonial groundbreaking was held in April 2026. FDOT lists the project in the construction phase and is using a modified phased design-build process that allows portions of design and construction to overlap.

FDOT states that lane closures will generally be restricted to nighttime hours and that work will be limited during certain holidays and special events. As of this article’s publication, the public project page does not provide a firm completion date. Construction schedules may change because of weather, design coordination or other unforeseen conditions.

# How the Two Projects Connect

Ormond Crossings and the interchange reconstruction will influence the same growing part of the community, but one is not simply a component of the other.

Ormond Crossings will create new demand for roads and regional access as residential and commercial phases are developed. The redesigned interchange should provide safer movements and greater capacity in the area. However, the interchange is a state transportation project improving an existing regional connection, not a private entrance built solely for Ormond Crossings.

The timelines are also different. The interchange can move forward as one major public-infrastructure project, while Ormond Crossings is likely to develop neighborhood by neighborhood and commercial site by commercial site over many years.

# What This Could Mean for Ormond Beach

For local residents and future homebuyers, the projects bring both opportunities and understandable questions.

**Potential benefits include** safer interstate access, additional commercial services, new employment space, more housing choices, expanded utility infrastructure and future public facilities.

**Community concerns may include** construction traffic, long-term congestion, school capacity, emergency services, environmental impacts, stormwater planning and the overall pace of growth.

Those are fair issues to watch. The clearest way to follow the story is to separate the master plan from the active construction. Ormond Crossings is approved for a large amount of development, but each phase still has to pass through the applicable planning, engineering, permitting, platting and construction processes.
